Building Road & Maintenance Program Sales Tax
On November 3, 2026, residents will be able to vote yes or no on continuing the one-quarter percent (0.25%) sales tax. The proceeds from this sales tax have been, and are proposed to continue to be, used for building maintenance, road maintenance, and the purchase of necessary equipment for Finney County. If approved by voters, a portion of the sales tax revenue would continue to be distributed to the cities of Garden City and Holcomb, as required by state statute.
This is not a sales tax increase; this is to continue or discontinue the existing sales tax. The sales tax rate for the county will not change if the ballot question is approved by the voters.
Sales tax revenue is paid by anyone who make purchases in Finney County, regardless of where they live. Approximately $3,120,600 was generated in 2025. The 2021 reauthorization has offset what otherwise would have been approx. $15,000,000 worth of expenses that would have otherwise been funded through property taxes for Garden City, Finney County, and Holcomb residents.
Projects made possible include:
- $1,000,000 for the Finney County Health Department and Robert D. “Bob” Prewitt EMS Facility
- $600,000 in road improvements to East and West Six Mile Road
- $3,175,208.50 for Phase I of the VRF Project *Amount calculated through 2025
- The County replaced Variable Refrigerant Flow (VRF) systems in the Administration Building, Courthouse, County Attorney’s Building, and Public Library to increase energy efficiency and reliability, as well as improve climate control for employees and visitors.
Funding for these items through sales tax allows Finney County to complete these projects without using property tax dollars. If the sales tax is not continued, Finney County would need to evaluate and reprioritize planned building and road projects, either by removing these projects or increasing the property tax mill levy. The annual revenue generated by the sales tax is equivalent to 2.4 mills of property tax revenue for Finney County.
